The company undertook network survey manually to identify build activities such as installing new towers, masts or ducts, enable traffic management, and undertake vegetation management. The manual process captured requirements on the field based on maps and shared results in paper format with internal surveyors, which failed to comply with network rules. Consequently, the network survey lacked accuracy in estimating costs, which delayed decision making.
